Mexico (Cancun and Riviera Maya) is probably the cheapest. The resorts are hit and miss. I wouldn't do the cheapest ones if possible. Look for newer resorts or remodeled ones.

I've never been myself but anyone who does anything be it a resort or cruise says all inclusive is the way to go. Some friends went to Mexico last year and they said it was great. They said the package also took then on field trips. They got to go to some caves that were filled with water and swim while they brought them drinks. The earlier you book the better though. I think they booked over a year in advance and didn't even pay $1000 each. That was through a travel agency. Other people that were there at the same time told them they did it right before the trip or a couple if months in advance and paid up to $6K.

Jamaica and Dominican run right around 3000, give or take 500, depending on seasonal rates for an upper middle class hotel. Mexico was slightly cheaper, St Lucia was more like 5k.
Anyway, we loved the Barcelo Bavaro Palace Deluxe in the Dominican. Stayed at RIU palace Tropical Bay in Negril Jamaica, loved that as well. The Royal Playa Del Carman was nice in Mexico.
Couple of notes. Minor language barrier in DR, they speak Spanish. you can get by with 2 seconds of patience.
Jamaican resorts are a little older looking, but rooms had been updated. Also, avoid montego bay area of jamaica, its loud due to airport traffic.

I just looked at the Barcelo Bavaro Palace Deluxe in the dominican and got this which seems like a great price Barceló Bávaro Palace Deluxe 05/03/2015 - 05/09/2015 2 adults, 0 children Room Deluxe All Inclusive Early booking special offer + free airport shuttle Final price (Taxes included) 1,479.00 US$

That seems like a really good deal. Not the type of trip I would take though. We have the family trips with the kiddies.
